Gary, problem solved- within the S.B. comes our answer. Drawing SB-31 sheet 1 of 2 shows the dimensions of the holes for placement on the skin. If you look at the bottom of the dimension lines you will see a reference to "SEE NOTE 2". Note 2 says- "dimensions shown are approximate. Center openings in flat portions of bottom skin. Allow room for inspectoin plate reinforcement rings. Openings may be moved outboard of beads if required to clear beads and structure." So this gives you permission to move those holes as necessary for you to comply with the spirit of the SB.
