I don't think this is possible.  The broken pipe would drain fuel much 
faster than the (restricted) pump could replace it, so the tank would
never 
fill (assuming the restrictor is in place)

This could happen.  The leak would [have to] be smaller than the pump's 
capacity to replace the fuel.
