Do we have a real threat here or not?  True,  the findings of
this one accident may not be the bases for this SB.  However,
if it isn't, all aircraft older than some arbitrary age are subject
to the same type of inspection.  The center section (SB 31) insp.
is adequate to find any corrosion that would affect the structural
integrity, if done correctly.  I have never seen a situation where
the rivets were first to corrode,  so at what age will ALL riveted
airplanes be subject to a like inspection?   This is my opinion
and I stand by it.
