The report mentioned stress corrosion in the one rivet that was examined with the electron microscope.  I suspect the fear is that past stresses have set the stage for stress corrosion in the spar web rivets which, when they fail, can lead to spar failure under much less severe conditions.  None of the current mandated inspections will detect this, unless the heads start to drop off.
