I should have said "can meet those requirements." It is possible to place a belly strobe in a manner that wouldn't meet the requirements, and, since you have a top strobe as well, that could be the case. As long as it's not dead center under the center section, you should be OK. Typically, low wing planes of the era can get by with a single belly strobe and high wing planes with a single top or tail mounted strobe.
