Yes the regulation can be a little hard to grasp even for the professionals some of the time. The reason that the engine change from C-75 to C-85 is simple is that it is already approved by the FAA and you have approved data to work from by following the Service Bulletin, by the way you do need to read the SB and TCM will not approve the change unless the engine is under a given number of hours since the last overhaul and I think the overhaul would also have to have been within the last 10 years, see the SB for the correct details. The change of the engine in the aircraft is covered by the Type Certificate so again it is per approved by the FAA (given that you do all the required changes with it) as for the other items you mentioned it is simple, we do not have approved data for these changes and must get the change approved by the FAA.

It is amusing how the FAA works and how convoluted things end up being, when
an engine upgrade does not require a 337 (I am glad it doesn't), but
installing shoulder harnesses, strobes, and a 20 amp generator do...
I guess I am still too new to aviation to understand how FAA regulations work.
