What is required, however, is compliance with the Federal Air Regulations pertaining to Transponder Certification, Altimeter and Encoder Certification, and ELT Compliance. Radio installation is done by a Repair Station or properly certified mechanic and that entity (person) certifies that the installation complies.
TSO is for the big birds - nice advertising piece for us, but definitely not necessary.
