That's what I am afraid of. If the instructions from the manufacturer say to cut or remove the pedal, it would be wise to do it that way. If you think you would like to try something different, see if the IA will go for it.

There is a triangular area that the hold down bolt goes through that is to the left of the braces on the left side of the control column. I believe the brake master cylinder was originally mounted inside the triangular area on the bolt shaft that ran from inside to outside (the nut was on the outside). This provides a level mounting area and allows the master cylinder to move fore and aft as you press on the pedal or pull on the hand brake. As others have pointed out, there is not much clearance between the brake arm and the rudder pedals. The brake arm appears to come out of the floor board oriented in a fore and aft orientation. It does not lean or point towards the control column. If yours has an angle towards the control column, I think you are correct in the assumption it is not mounted correctly.
