Actually, having a 337 approved SHOULD be a completely different process
from filing it. It cannot be filed until the work has been accomplished and
the form signed off by an IA who inspected the work.  So, unless the work
was done, the 337 should not make it into the FAA's records.  More so today,
since the approval happens at the FSDO level and the filing happens at OKC.
