I have some professional experience of electrostatics.  Static charge on an
insulator is very difficult to remove or dissipate.  A damp cloth is
probably the easiest was of removing surface charge.

A dry cloth (particularly artificial fiber) is a good way of generating
surface charge.  Rubbing the containers against your pants as you carry them
should build up a good charge!

I would be surprised if fitting a ground strap to the plastic container
would do more than reduce or remove any charge from that particular area.
However using a metal spout which is grounded to the aircraft should prevent
any discharge between container and plane.  And no pants with artificial
fibers!

I have to say that grounded metal containers or pumps have to be the safest
way to refuel.

PS I gave a US serviceman a car ride from Heathrow to Cambridge a few years
back.  He was ground crew for transports.  When I stopped for gas he jumped
out of my car and started smoking a cigarette by the pump!
