All your arguments for not needing a field approval or TSO instruments
sound correct to me.

However A&Ps, IAs and the FAA FSDOs are very inconsistent in the
application of regulations, and sometimes they insist on requiring field
approvals or TSO instruments just to cover themselves and / or to avoid
doing the research involved in understanding our unique case.

Perhaps the best advice we can give to ebnguiat1 is to ask the question to
the specific IA who will be doing his anual inspection.
