They probably are :-( because the avionics shop I go to is under the Atlanta Class B and they say if you're not using for IFR then you only need the VFR check.

And MRB says it must be a complete static test. FDK is taking the transponder out of the Ercoupe, bench checking it, replacing it in the aircraft and making the log book entries. They said the labor is for 2.5 hours.
