I got this from the EAA:

"Hello Percy,
You are correct.  There is no requirement for a medical certificate in
order to perform preventive maintenance in accordance with FAR Part
43.  The regulation talks about persons who hold pilot certificates. 
Nowhere does it mention medical certificates.  If you hold a private
pilot certificate  you are allowed to perform preventive maintenance
on standard category aircraft regardless of whether you hold a medical
certificate or not.

Bottom Line:
 * IF one is Flying under Sport Pilot But has an Earned Pilots
Certificate, that person can maintain her/his owned/operated
certificated aircraft.
 * IF the person Only has a Sport Pilot certificate, s/he can maintain
their owned/operated Light Sport aircraft.
 * "Preventative Maintenance" items remain as spelled out in FAR Part 43.
