The engine running fuel level in the tank is normally somewhat above the
bottom of the overflow outlet.  At higher rpms, it's somewhat higher.  This
provides the "head" pressure that moves the fuel through the overflow fast
enough to keep up with the fuel pump flow minus the engine's draw.

 

When you shut off the engine, the fuel level slowly drops to the level of
the bottom of the overflow tube.  That's a visible drop on the gauge and
takes some time.

 

But, it should NOT keep dropping after that.  It SHOULD keep its nominal
fuel capacity, either about 5 or 6 gallons.
