The fuel pump does not be wetted to work.

It will get the fuel from the main tanks as usual and will pump the header full 
again.

 

Technically it is impossible to have the header tank drain completely back into 
the mains.

 

Make sure your fuel valve under the header tank is closed when you leave the 
plane. The carburetors tend to leak and over time they'll leak 4 gallons out of 
your header tank. 

Maybe your float was only sinking ?

All the fuel in the header tank has siphoned to the wing tanks leaving the 
header dry. The plane has been inactive for 3 weeks. Is this normal? Do I need 
to put fuel into the header tank before I start her or is the fuel pump up to 
the task?

PS We have 18" snow on the ground now and expect another 18" this afternoon so
