[ercoupe-tech] Siphoning of header tank fuel

All the fuel in the header tank has siphoned to the wing tanks leaving the 
header dry.  The plane has been inactive for 3 weeks.  Is this normal?  Do I 
need to put fuel into the header tank before I start her or is the fuel pump up 
to the task?

PS We have 18" snow on the ground now and expect another 18" this afternoon so 
I may not get to this for a while.  Washington, DC just isn't up for this.
