If your header tank is siphoning back into the wing tanks, then the spring 
loaded valves in the fuel pump are not sealing properly and allowing fuel to 
leak back.  However, due to the placement of the fuel supply line to the header 
tank, it should not be possible for the entire tank to leak back to the wings.  
It should only leak back to the point where the supply line is.

All the fuel in the header tank has siphoned to the wing tanks leaving the 
header dry. The plane has been inactive for 3 weeks. Is this normal? Do I need 
to put fuel into the header tank before I start her or is the fuel pump up to 
the task?
