I had the same problem with my Forney F1, with the Stromberg Carb. Even after a 
carb shop overhauled the carb would leak. While the carb was off the mechanic 
was able to tell that the header tank shut off valve was leaking by. 
 
I sent the carb to John Wright Jr., to check the  float seeting as the carb 
overhaul place didn't want anything to do with it. They even told me there were 
no parts availabe for the Stromberg Carb. John overhaled the shut off vale and 
reset the float level and no more leaking by.  I still shut the valve off and 
run the engine untill it dies. 

Socialism will eventually run out of other peoples money.

All the fuel in the header tank has siphoned to the wing tanks leaving the 
header dry.  The plane has been inactive for 3 weeks.  Is this normal?  Do I 
need to put fuel into the header tank before I start her or is the fuel pump up 
to the task?

PS We have 18" snow on the ground now and expect another 18" this afternoon so 
I may not get to this for a while.  Washington, DC just isn't up for this.
