This suggests a probibility of some residue in the header tank, partially
blocking the outlet valve. ,,,possibly some small particles of sloshing
compound; or possible the valve has no strainer... I would suggest a careful
inspection of the tank. and valve.  If something is partialy blocking the
outlet, it may completely block the outlet; with a engine no longer
running...Not a fun or safe flight.

luck at all)

Periodically, I have difficulty turning that valve on or off. Usually it turns
free and easy but ocassionally it is difficult to rotate with you fingers. If
it is difficult to rotate, I usually use a small vise grip plier to grab the
"ear" of the valve mechanism and the extra leverage rotates the valve. I'm not
forcing the valve but a little bit of extra leverage moves the valve and then
it rotates easily for a couple of months after that.
I think my Ercoupe, like all the others, is possesed by something.
