If I may respectfully disagree, the purpose of an annual inspection is
to ensure the aircraft meets its original certification requirements or
an approved modified state. There is no basis for signing an aircraft
off as unairworthy with materials that meet the original certification
requirements, absent any AD or STC that modifies those requirements.
That said, you could refuse to sign it off as airworthy, but (IMHO) you
would be amiss noting the lack of burn certificates as a discrepancy.
Recall, the original question was one of legality, not common sense, and
I couched my answer with "common sense aside..."
