The 415 C and CD were certified under CAR 4a. CAR 4a has no requirements with respect to fabrics and upholstery. Common sense aside, there are no restrictions on materials used for replacement.
The 415 D and later were certified under CAR 3. CAR 3 requirements differ slightly. Basically, if the materials do not meet CAR 3 requirements, the plane must carry a "No Smoking" placard. This is why conversion of a C or CD to a D requires the No Smoking placard...
