Linda,  If you have access to the AC 43.13-1B,  look in Section 4 starting with 
par. 9-60.  It gives the general requirements for aircraft cabin fabrics.  
There are differences depending on whether the aircraft is CAR-3 or Part 23  
yada, yada, yada.!  Most must meet the requirements of FAR 23.853 for fire 
resistance.  There are many fabric outlets that have such material available to 
make your own seats, etc and I believe there are also sprays/chemicals which 
you can apply yourself to meet the standards.  If you choose the do it yourself 
application, you need to do a burn test on a scrap piece and have it tested by 
a Repair Station.  They then give you a statement of conformity.  Quite a 
process-but sometimes necessary if you want a special fabric or scheme which 
cannot be purchased.  Jay
