Unfortunately, as you said, it's normal for stuff
like this to be forgotten.  Want to bet that those
presently in charge of the Shuttle program will claim
ignorance or forgetfulness when asked why they leave
factors like this out of the consideration of whether
the Shuttle program should proceed?

(Of course, there's a better reason for ignoring it:
the Shuttle program's present publically stated goals
are different than its originals.  Thus, the fact
that it lied in the first place is kind of irrelevant
now.)

The report was being charitable to NASA.  This may
have been out of fear of losing America's manned
space program entirely and permanently (or at least
for the rest of their lives, same diff to them) -
regardless of all future potential public mood swings
and technology improvements - if they were blunt, but
that is only speculation.
