what if it's not nice ?  So what if the assumption is that you don't know. 
If it forces a new user to actually have to seek out the info before they
are given access to the public domain, via the lists, then that is a good

***** User-Agreement ?  Oh...just like a EULA...End User License Agreement.
 Aren't those the pesky screens that you just clear by checking a radio
button on your screen ?  
X - Sure, I agree (even though I haven't read your diatribe...I just want
to get onto your damn site)
O - No, I don't agree.  I really didn't want to get onto this site anyway.

Your idea is a good one...but it doesn't solve the situation IMHO, because
people will always click yes to move onto the next screen.
