Here are a few tips:

1) Using an all-SCSI system (HD, CDROM, CDR) used to be the best way to go,
but nowadays the IDE stuff is perfectly acceptable.  However, SCSI is pretty
nice =) (yet more expensive)

2) Get a Plextor CDROM for great DAE with EAC.

3) Get a Plextor CDR, as you've said. It really doesn't matter what
model..get a fast one though =)

4) Get a ton of RAM. If you're going to be doing any music editing, alot of
RAM is essential. Go for 512mb.

5) If you're a windows person, use Win2K or WinXP. Both are MUCH better at
memory management/usage than the win9X series. WinXP even has native built
in support for burning data CDs through windows explorer.

6) Get a huge, 7200rpm Hard Drive.

7) The MB doesn't really have much bearing on burning/downloading. I'd
recommend an MSI motherboard if you're building the computer, especially if
you aren't a master at building computers. MSI boards are cheap, extremely
stable, and very easy to set up. Of course there are tons and tons of other
perfectly good motherboards you could use.

8) If you do decide to go with a SCSI HD, CDROM, and CDR, get an adaptec
SCSI controller card.
