He's an idiot.  The rating of a power supply is the maximum power it's
happy supplying; it will provide less if the devices don't draw it.
(Consider it like a 15-amp fuse.  It doesn't blow a 100-watt bulb if
that's the only thing on the circuit, does it?)

Get your money back, since it didn't fix the problem and you bought it
at his recommendation.  Then buy a 300 watt or larger supply from
