No, I don't believe so. Right now, the meetings are a local group of public agencies 
trying to find a beneficial way for us all to coexist on the fiber backbone, and also 
hooking to SUB's (Springfield Utility Board) fiber loop.

I think EWEB sent out a "look what we're doing, customers!" brochure to its customers 
about a month ago that had info about the loop. It seems like they are eventually 
wanting to provide broadbandish services to residentials. This is backed up by their 
recent job posting for a network administrator, where as one of the job 
responsibilities, it mentions the position may need to design a workable plan to 
implement residential connections. This would be years into the future, however. I 
don't think it'll happen anytime soon.
