USB1.2 should work just fine, even with USB2.0 hardware.  It just
won't go as fast.  If it doesn't work it should be returned because
it is defective.  (I've read the USB specs.)

Why don't you list the cards that you have in PCI.  We might be
able to make some suggestions.
