It sounds similar to a problem I had - you would occasionally 
press the accelerator and get only a "bump" forward, and then 
nothing until you tried again.  It was also voltage related, and 
was worse on a full charge. It got worse and worse while I 
checked the external possibilities (bad pot / potbox switch or 
wiring, potbox switch operating at too much pedal) - in the end 
I found a badly soldered op-amp on the reversing board.  Fixing 
that cured it for a while, and then an almost identical symptom 
came back!  The "plug" trimmer on the control board had become 
intermittant, despite never having been adjusted.
  
The other possibility in your case is that maybe there's high 
resistance sometimes when the contactor closes - might be worth 
checking.
