If the racks still have their structural integrity and you want to protect
and
seal the surface, I would by activators at AutoZone, for example a 6oz
bottle
of Clean Strip Rust Convertor goes for about $4 a bottle.
I used this on my GE Electrac (30years old) mower deck that had
considerable
surface rust.  The rust turned black and the chemical turned into a coating
that
was almost as hard as epoxy to sand.
The deck has been sitting outside for a couple of months with no visible
deterioration.

I've bought a conversion (1984 VW Rabbit, converted in 1998), and have
been working to clean it up and get it working again.

The battery and racks had a lot of sulfuric acid build up, which I removed
using water and baking soda. Now all the acid is gone, I need to prep the
racks. They still have some rust on them from where the paint had been
eaten away.

The more expensive fix would be to have the racks sand blasted and
re-painted. A cheaper route might be to use one of the rust stabilizing
products available at the local hardware store.

Any advice?
