Actually the 4.1 measurement is pretty good. However, it is not Kwh / mi
but Miles per Kwh. So 4.1 is better than 3.8.

4.1 is LESS efficient. You are using more energy per mile.

The regen on the 2013 LEAF results in much more efficient driving than
previous models, ime. I find it easy to get 4.1 kWh/Mi driving much
less mindfully than I used to in the 2012 I traded in, where I'd be
happy to get 3.6-3.8. I ran about 40psi tire pressure on both cars.
Regen is much stronger and is present even at 100% SOC in the cold.
The 2012 took several miles of driving before regen would come into
play and would rarely light up 5 circles, the 2013 lights up all 5
much more quickly. Modulating the 2013's brake pedal is much more
difficult though, it's harder to drive smoothly so I sympathize with
the taxi occupants already.
Combined with the vastly more efficient heat pump climate control, 80
miles in the city is certainly possible, I get that with combined
city/highway driving. The 2013 version is what Nissan should have
released in the beginning, though I don't know if that would have been
possible given the learning curve.
