There are a number of things that get weak with a swapped pack: some
human mishandling/mis-maintenance, abusive use, pack design weaknesses
when in swapped-pack use, etc.

A plugin's pack is basically hidden from view, and a business that swaps
your pack in and out will, over time get sloppy, cut-corners to save
money, give customers problem-packs, etc.

 ... We won't see or know the pack that is being
swapped in: we would not be able to know what problems we are getting
with a tired beat-up pack until it is too late ... (no thanks, I will
pass on that). ...

A different approach/idea:
If we look at the use of a swap-in=pack like it was a rental car, then I
want 'my' well-cared de-installed pack stored away and not used by
anyone. Then the pack swapped-in for my use, would be essentially like a
rental car. After my use, the 'rental' pack would be swapped out, and
'my' beloved original pack reinstalled. That might work for me. 

Restating: But even if I drove a $20k or less EV that could swap packs,
I would not want would give-away my known-good-pack, for a
well-used/tired/abused/in-who-knows-what-condition rental pack (anyone
ever rent a car, just to find out later well it had been misused?).
