Hi Bill, There were a number of free charging stations place in the RDU area to promote EV use. There are several within walking distance of my lab behind the NC State McKimmon Center. 2 in front of the Solar House and some over at the Visitor Center. There are more. If you are interested contact the Clean Transportation people at the NC Solar Center. They probably have a useful list - maybe even online.
You may remember a kerfuffle last year where the newly minted Republican Legislature became incensed by some charging stations at Interstate rest stops. They felt that giving away the power was an unwise use of taxpayer money. Interestingly, decommissioning them was far costlier. There is a failure to understand just how little the electric power costs. Free charging by the manufacturer is certainly a nice come on for sales. Only Tesla and Nissan have really built vehicles that are not mere compliance cars. Hence, they are the ones providing the service. I expect to see more of it.
