Here in the US there is a great variety of legal code and enforcement strictness.
I think the limit on ebike-ness is more about how fast it goes when you "pedal" rather than how slow it goes when you pedal. In other words an ebike could be unconscionably slow without electric assist, and still be an ebike. Pedals get you absolution from insurance and licensing up to a point. I think federal statue says 20 mph max under electric power and with operable pedals constitutes an ebike with the easy rules. No cops are checking this. Mopeds (motor and pedal) are almost non-existent, replaced by ICE step-through's "scooters" - these run around North Carolina - unlicensed, and uninsured at 45mph. We cakalakans can park on the wrong side of the street, but better not do it in Virginia where all the lovers are. It is how we operate, go figure.
