All car already have odometers, and many states already require annual inspections. One way is to simply record the mileage at each year's annual inspection when you renew your registration.
But since the *real* reason for these fees is to penalize EVs and raise revenue, they will probably over-estimate the annual mileage, and bill everyone accordingly.
