I don't see why scavenging heat has to increase rolling resistance.
However, I can't imagine there is enough to make the exercise worth doing.
Some real problems getting current out of the revolving wheel. Slip rings
to be are either unreliable or costly.

Ask yourself by what mechanism is the conversion of heat to electrons is
going to hold back the vehicle.  A fan is obvious this is different. You
might compromise the tire function, but not so it is less efficient. You
can reasonably consider waste heat as a separate system from the vehicle
because it is really floating free. Cooling it does little. Except in
actual practice it is not very practical, and the economy of it sucks.
