It is similar to energy recovery/harvest from shock absorbers.
Yes, you can get some small amount of energy, but no, you don't get enough to justify the additional component cost. It typically adds some rolling resistance, so it isn't all "free" energy that is harvested.

The energy recovery shock absorbers have the additional benefit of electronically adjustable ride and can significantly improve handling. These are the primary motivations for considering them. I don't think these same additional benefit will occur with energy harvest from tires.
