The piezo idea fails as perpetual generator as it sucks electrons back in when the pressure is relieved - with losses. It could generate power though if rectified. It is still dumb for economic reasons - general complicatedness with little payback.
Piezo elements actually do change volume when exercised, compressing when they expel electrons, and expanding when charged return. This might indeed ramp up secondary effects in the tire itself. This is all very tiny, so a large bulk of elements would be needed.
