Sure, understandable.
And taxpayers don't like seeing EVers getting out of paying road taxes,
either. Nor do they like seeing EVers get charging stations paid for out of
their electric bills.
However, these things, just like installing chargers at the condo, IMPROVE
THEIR LIVES because they encourage EVs, which helps clean up the air.
Unfortunately most of them don't think far enough ahead for that argument to
hold water, or they don't think air pollution is a problem for them, or at
some level they really don't care about anything but the money. So it
reverts to the default, which is "Don't use my money for something that
might somehow benefit someone other than, or more than, me."
If you have reasonable neighbors as Lawrence does then maybe this is a fight
you can win. For a lot of us, especially in the less-polite-than-Canada US,
it can be a tough slog that leaves you on worse terms with your neighbors.
So IMO the best answer is, just don't. As in, don't buy a condo, especially
if you want an EV, because you never really BUY a condominium. At best you
just buy the little piece of building you live in. In some cases the council
has so much control over what you can do with your building bit that you
might as well just consider what you pay for it as little more than a big
pile of rent up front ("key money").
I hope that makes my position a little clearer. Sorry if I was too oblique
before.
