The California vehicle code does not allow a vehicle to enter the
freeway if it is not capable of driving at 55 MPH. That does not mean
that it is a minimum speed, though an officer might pull you over if you
obstruct traffic.
That is of course a bit difficult if there are 6 travel lanes going the
same direction, but still he might cite you for creating a hazard if you
are substantially below the speed that other vehicles travel at, that is
why I tend to stay in the rightmost or the truck lane and go about the
same speed when I want to conserve energy. Consequently, I have never
been pulled over, only occasionally get honked at by an impatient person
using the right lane to overtake trucks.

Don't try that in Washington on the freeway and expect to not be pulled
over. While it isn't posted on the freeway it is in the traffic code. On
I-5 where the speed limit is 70mph for cars and 60mph for trucks the
minimum speed is 45mph. I have been clocked by the state patrol when I
have
driven my Gizmo on the freeway. It does 50mph at full throttle on the
level
so I have very little margin from getting pulled over.

In Washington and Oregon if you are driving under the speed limit and
have
5 or more vehicles behind you, you are legally obligated to pull over
and
let them pass.
