Jorg,
While many people confuse "Highway" with "Freeway",
the definition of "Highway" is pretty clear in the
Vehicle Code and essentially includes all streets
open to traffic, not just Freeways, so the two are
*not* interchangeable. Highway even includes unpaved roads.
For example the definition in the California Vehicle Code:

360. "Highway" is a way or place of whatever nature, publicly
maintained and open to the use of the public for purposes of
vehicular travel. Highway includes street.
========================
I am regularly doing 50-55 on local Freeways when traffic is not busy
and I make a point of keeping the right or the truck lane when doing
so
and carefully watch my mirror, probably looking more behind me than in
front
at those times, properly timing any lane changes based on traffic
coming
up behind me as to not unnecessarily annoy anyone.
