That requirement (pull over when safe if 5 or more vehicles are in line behind you) is only required if you are slowing down traffic. If you do the posted speed limit there is no requirement to pull over when safe, even if 100 cars are behind you. It is also not required if you are not the first car in the queue and you intend to go faster once you can pass. This is always an exercise in estimating the intentions of others when I drive in the Santa Cruz mountains - when should I pull over and let others pass and are they going to be ones that I will get caught behind once they have passed me? Usually I am not in a hurry so I just let others go by when they can keep up with me, so I can drive more relaxed.

The choices to the question of how many cars had to be in line behind you on a two lane road before you had to pull over and let them pass, were 3, 5, and some higher numbers. I answered 3, the correct answer was 5. I would have answered 1, or 2, but they weren't options.
