I think the best location for dedicated EV parking slots is as far away from the destination building as possible.
The bloody next county over might not be too far. :-\ One valid argument for close-in EV parking is that EV drivers should be rewarded with convenience for doing the right thing. I think that's more likely to work in Europe, where people are generally more polite and less angry. (I fear that's changing in the UK of late, but that's off topic.) Here in the States, we already have enough trouble with monster truck drivers and the like and the gigantic chips on their shoulders. They're prompted by anti-EV and anti-environment media propaganda to resent EV incentives, EV drivers, and EVs -- almost anything "green," really. There's no percentage in making that worse. Besides, ICEV drivers will tend to prefer the closer spots, so they're somewhat less likely to block an EV spot if it's far away.
