Something else to consider is that many utilities forbid the reselling of their energy. In fact, in Oregon, its a state law, and probably is elsewhere as well. No laws say you can't charge for parking/being connected, but when you keep track of the energy delivered and charge accordingly, at a profit or not, the statutes kick in. Don't know how that comes into play with existing commercial charging facilities.
