The USA has the capacity to destroy the missile before it even touch the US... USA has not the capacity to do this for all the Russian ICBM *by treaties* not because it's too difficult... USA has enough anti-ICBM to destroy any north korean ICBM who would threaten them... I doubt that North Korea has developed stealth ICBM...
