Yes but unlike the US Army the PPA army is very small and it is not unique, it has competition, if I don't like one I can join another PPA, but if I don't like the US Army there is no other army I can get to protect me from them, all I can do is hope they don't become too bad.

Weapons and soldiers are expensive, and I believe that generally the desire not to be conquered is greater than the desire to conquer. If that conquering PPA was after me I would pay one of its competitors as much money as it took to protect me from them. I know you don't like me but I don't think even you would be willing to pay a PPA as much as it took for them to get me, so the army protecting me is stronger than the army that wants to kill me.

So where is this PPA going to get the money to fund all these big plans?


From investors who want to control the resources conquered by their army, c.f. Somali Pirates, ISIL, Boko Haram,... And if your PPA conquers the right resources, e.g. oil, they can sell it.
