Yes, if I am just just passing through town and I am unlikely to ever do
business with you or anybody else in town again then it might be rational
for me to cheat you.

That is where Private Protection Agencies come in. I am not so naive as to
suggest that force would never be needed in Anarcho-Capitalism, I'm just
saying that less of it would be needed than in any other system I know of.
For example, for our present system to work force or the threat of force is
ALWAYS needed to collect taxes.
