"Free will" is not a key concept, it's not even a trivial concept,
its a sequence of letters that lots of people on the internet like
to type and nothing more.
As Brent just mentioned, it makes sense in a court law, and indeed, I
am not sure a lot of human value (justice, freedom, responsibility,
intelligence, ...) would not disappear without a notion of free-will.
To decide that free-will does not exist due to determinacy is close to

frequent among metaphysical materialist.
I have few doubt that you decided to criticize free-will by using your
own free-will, despite it was easy to predict that you would come back
with you idea that free-will is just a sequence of letter, which
obviously it is not (if that exists or not).
Free-will denial is first person denial. You are coherent with your
materialist faith, but then you do eliminate the first person view, as
you illustrated in your step-3 stuck-problem (but that is incoherent
with your mechanist faith).
In computer science, you can use the program self-reference ability to
define free-will formally, with a a recursion equation of the type
"phi_e () = if u(e, a) more pleasant than u(e, b) search a and not b".
(u being the universal number running the self-referring program e.
The program e imagine itself doing two tasks and choose to actually
proceed on one of them by comparing mentally the consequences.
