The Hubble Constant is most certainly not a constant in our universe, and there is some experimental evidence that the Fine Structure Constant isn't either, and it 's a dimensionless quantity, a pure number very close to 1/137 . There probably are true constants that hold true throughout the Multiverse, but nobody knows what they are.
