I agree they are ideas of consciousness. But to say they are "just"
ideas of consciousness, implies that they do not evolve according to
their own laws. And I notice you said that consciousness moves them in
ways inconsistent with physics; so you are biting the bullet on that
point; which is testable.
And since in places where there is consciousness, consciousness has
certain effects, it is normal for those effects to look different than
in places where there is no conscious activity. Is like for example
watching a recording of World of Warcraft on youtube vs. watching
someone playing World of Warcraft live. In the recording the same
things will happen over and over again, and they will be called "laws
of physics", while watching someone playing live, different things
will happen every time. As you can see, the image is the same: an elf
running through the forest. But the effect are different. In the first
case God decided the rules at the beginning, but there is no God
anymore moving the electrons, they just repeat over and over again the
initial trigger, while other electrons are actively influenced by
currently existing consciousnesses. As you can see, the causal power
doesn't lie in the electrons, but in the consciousnesses behind the
curtains.
But a Mars Rover can also learn to play World of Warcraft..and probably
do it better than you and me.
